Civil Service: City Hall ledger fragments and Opulent route

Enter NuriGO Mall, then go to City Hall south of it and take the left-hand stairs to the first upstairs office. Collect the item named Financial Ledger Fragments and extract with it. Opening City Hall’s door or visiting the Mall alone leaves Civil Service unfinished.

You can plan progress in the same area without doing all three in one trip. The Grid Assault walkthrough covers its code and broadcast sequence; those interactions are not the ledger pickup.

Visit the Mall and locate City Hall

Track Civil Service and open your live Tac-Map. Enter NuriGO Mall and confirm the visit tick before leaving. That condition does not say to open its DRC locker or descend into the K9 labs.

Use the active Order marker to locate City Hall south of the Mall. The demonstrated approach reaches the building frontage and enters at ground level. Use the City Hall location name and your active objective to confirm that you reached the right building.

Take the left stairs to the first upstairs office

Enter the building, find the stairs on the left and go up toward the second-floor search area. The observed pickup is in the first office after that ascent, among desks and office storage.

Approach the visible paper pickup and read FINANCIAL LEDGER FRAGMENTS. Collect it and check the Mission Item slot. The footage shows this named card and the item in that slot. It does not establish that every desk has fragments or that another paper item is equivalent.

If the office is already searched, follow the live search marker and inspect eligible loose-item positions nearby. No fixed respawn timer is established. An unrelated room key is not a demonstrated requirement for this pickup.

Extract the fragments before extending the run

Recheck the visit and pickup conditions, then choose an active exfil with enough travel time. The word extract matters: a green pickup notification is not the full completion condition.

Keep the Mission Item state visible when reviewing progress; this item is not a Weapon Manual or ordinary sellable paper. After a successful extraction, inspect Civil Service at the FOB. If a condition remains missing, identify whether it is the Mall visit, City Hall location or fragment extraction before repeating the route.

Plan six Side Ops for Opulent

If you are attempting Opulent in this deployment, choose a cluster from the current activity map. The demonstrated planning uses UAV towers, SAM sites and compounds; actual availability and defenders differ by match.

Finish one activity and check the Side Op counter before traveling to the next. Phone-based Dynamic Ops are a different category. Do not assume the map will always supply the same six activities or that an expired capture can be repeated on a fixed schedule. The UAV/SAM guide explains those captures.
